Are there specific goals and objectives identified for court programs?
Yes, the Research & Development Department works with program managers to develop performance measures to indicate the effectiveness of services provided. See below for specific Court Operations, Court Programs and our Business Operations.

Central Office

Goal: Promote effective administrative policies and court management to support and develop contemporary court operations and serve as a foundation for successful intergovernmental and public-private relations.

Central-Research & Development

    • Objective: Research and analyze information of value to organizational development
    •  Performance Measure – Trial Court Issues Report quarterly based on various contemporary court and specialized management publications
    • Performance Measure – Judges Certification timely submitted yearly with appropriate statistical support to request additional judges
    • Objective: Promote the development, implementation, and maintenance of contemporary performance measures to document court statistics and satisfaction of court users and provide useful information to inform management decisions
    • Performance Measure – Satisfaction Surveys, including AOC Employee Satisfaction Survey and AOC Routine Services Satisfaction Survey
    • Performance Measure –  Quarterly reviews of performance measures throughout the AOC

Central- Security

    • Objective: Emergency preparation and planning

Court Communications and Technology Services

Goal:  Provide up-to-date technology and information support to the Judiciary and staff in a timely, courteous and professional manner.

    •  Objective: Monitoring of Public Private Contracts
    • Performance Measure – Designated performance measures and routine reports from vendors.
    •  Performance Measure – Weekly Status Meeting Reports
    • Performance Measure – Per Seat Price by AOC Department
    • Objective: To maintain contemporary technology information through training and liaison activities

Court Programs

Domestic Relations Case Management Unit

Goal: Assist the judiciary in setting cases for hearing in a timely manner in order to expedite the judges caseload and alleviate a caseload backlog

Goal: Support an increasing number of pro se litigants with concise information and assistance which will enable them to pursue their legal issues in a manner that will mitigate unnecessary trips to the courthouse

Goal: Maintain telephone support in a timely manner to pro se litigants

Goal: Perform case management functions to expedite cases to disposition

 Fiscal Affairs

Goal:  Support the Court Administrator and Chief Judge in directing and overseeing the budget development, revenue, and disbursement process and maintain accounting records in compliance with County and State policies and professional standards

    • Objective: Accurate projection and approval of Court’s budget through State and County Processes
    • Objective: Accurate processing of receivable
    •  Performance Measure - Number of County and State Cash Collections Receipts, Deposits, and Deposit Amount
    • Objective: Process all payments by complying with the Prompt Payment Act
    • Performance Measure - Number of Invoices Processed; Percentage Processed Within 3 Days
    • Performance Measure - Number of Evaluation Invoices Audited; Total Amount of Evaluated Expenses
    • Objective: Inform executive team regarding status of budgets

Office of Public Information

Goal:  To enhance public access and understanding of the courts through diverse mediums

    • Objective: Court Tours. Increase knowledge of judicial system through court tours for targeted audiences
    • Performance Measure - Survey provided at completion of tours. Survey also available online
    • Performance Measure - Record number of tours provided to identified group
    • Objective: Website. Maintain an accessible and useful website
    • Performance Measure - “JUDGE US” survey provided online

    • Objective: Media. Serve as liaison between judiciary with local and national media.  Coordinate with Media, CCTS, and WUSF to wire courtrooms for audio/video feeds for cameras in the Edgecomb Courthouse

    • Objective: Video Productions. To educate through realistic but entertaining videos about court processes and programs, including a magazine show.
    • Performance Measure - Survey offered online for viewers of Justice Files FLA and other video productions produced in-house

    • Performance Measure - Record number of duplications produced annually per production
    • Objective: Closed-Circuit Television Channels. Direct public to courtrooms, provide instructions and guidelines and access to community partners and to video productions for targeted audiences

Goal:  Provide legal advice, counsel, and research to members of the Judiciary and the Administrative Office of the Courts for the Thirteenth Judicial Circuit.

    • Objective: Meet the demand for legal services for the Thirteenth Judicial Circuit.
    • Performance Measure - Volume of Administrative Orders, case-related orders, research projects, memoranda, judicial consultations
    • Performance Measure - Percentage of Staff assigned to each division
    • Objective: Retain a highly qualified, diverse, and skilled workforce.
