Steps to Upload a Proposed Order to the Florida ePortal6

Only trials, evidentiary hearings longer than 30 minutes (i.e., live testimony, not summary judgment) and pretrials will be held in person.  All other hearings will be conducted via ZOOM.  See ZOOM information below.

The Court’s ZOOM link is:  https://zoom.us/j/7196320493 and ZOOM meeting ID number is 719-632-0493.  If joining the hearing via telephone, call 1-786-635-1003 or 1-470-381-2552 and then use the same meeting ID number referenced above.  No additional password is required for attendance.  Rather, you will be placed in the ZOOM “waiting room” until the Judge “joins” you into the meeting when the hearing commences.  The ZOOM App is available for free for IOS and Android devices, and it may also be accessed via desktop computer.  This is a free service.  The ZOOM help center is at https://support.zoom.us.  Counsel/parties do not need to be together to use ZOOM, and all parties and counsel should plan to appear separately.  Please enter the case number of the case for which you are appearing, along with your name, so the Court is able to identify participants in each scheduled case.

Attorneys should schedule UMC (5-minute), 15-minute or 30-minute hearings

through the JAWS using the dropdown menu titled “UMC,” "DAILY 15" and “DAILY 30” which provides UMC, 15-minute and 30-minute hearing times that are available.  Self-represented litigants must email the judicial assistant with their request for a hearing.

Motions must be e-filed through the Portal prior to setting a hearing

on the JAWS.

To set a hearing longer than 30-minutes, attorneys and self-represented litigants must e-mail the respective judicial assistant at the court's divisional e-mail address accessed via the judicial directory posted on the court's webpage and copy all associated parties or their counsel on the e-mail. The requesting e-mail must have the following information included in the body of the e-mail:

a. The Case Style and Case Number;

b. The Title of the Motion;

c. The Filing Date of the Motion;

d. The Amount of Hearing Time Requested; and

e. The Date of the Trial, if applicable.

Proposed Orders must be uploaded into the E-Filing portal in pdf. Proposed Orders uploaded in WORD are automatically rejected by the e-portal. Parties must ensure they are associated to the case in JAWS and have added recipient email addresses under Manage Email Addresses for rejection notices. Uploading Orders & Exhibits to E-Filing Portal - provides instructions for uploading documents through the E-Portal for Electronic Signature.

Only Proposed orders that are agreed upon by the parties are to be uploaded through the portal in PDF format. Please include a reminder of the date of the hearing in the cover letter, and if the Order is agreed to by the parties.

In the case of orders NOT agreed to, please submit via email to the JA at circivdivi@fljud13.org copying opposing counsel, along with a cover letter which describes the differences in the Orders, a reminder of the hearing date, and WORD versions of the competing orders for the Court’s review and editing; the Court will upload and sign an order on the hearing.

Please email the judicial assistant at circivdivi@fljud13.org and copy all other parties with your request or message.  The judicial assistant will respond as efficiently as possible.

Any document (Motion(s)/Memorandum/Notice of Hearing) the Judge needs to review prior to a hearing should be uploaded to JAWS three business days prior to the hearing.  Please do NOT upload case law to JAWS or email it to the Judicial Assistant.  The judge prefers to look up any cases referenced in a motion or memo or law.

After the motion is filed with the clerk and properly flagged as an emergency pursuant to Administrative Order S-2024-046, Paragraph 19(B), please email the judicial assistant a courtesy copy of the emergency motion so the Court is aware of the need to act on the Motion.  Emergency motions that are not properly filed with the clerk will not be treated as an emergency.

Canceling hearings within 24 hours of the hearing:  Please email the judicial assistant a copy of the notice of cancelation at circivdivi@fljud13.org.

Canceling hearings more than 24 hours in advance of the hearing:  the setting attorney’s office must cancel the hearing in JAWS.  If the hearing was scheduled through the judicial assistant, please email the judicial assistant a copy of the notice of cancelation so she can cancel it in JAWS.

You may not cancel a Pretrial unless the matter has been completely settled.  If so, please E-File a notice of settlement and email the judicial assistant a copy of the notice of settlement and ask her to cancel the pretrial.

In all notices of hearing, please include the title of the motion to be heard and the date it was e-filed with the clerk.  Also, if the hearing is to be held via ZOOM, please copy and paste the following from the Judge’s main webpage:  The ZOOM link; the ZOOM meeting ID #, and the two ZOOM telephone numbers.

Unless the Judge has ordered otherwise at the pretrial, exhibits should be brought to the trial in hard copy, placed in binders with exhibit list.

The Court uses the Circuit Civil Uniform Order Setting Case for Trial and Pre-Trial (revised April 30, 2021) and the Uniform Pre-Trial Conference Order.  Please refer to the Judge’s Forms Tab for additional orders.


Additional Procedures

Testimonial evidence may be introduced by ZOOM conference. Please make sure any testifying witness has a photo ID available to present over the videoconference. Memos must be e-filed and then uploaded to JAWS. They may not be mailed, delivered or emailed to the J.A. Please do not submit briefing notebooks. Due to present work-place constraints, mailed and hand-delivered submissions will not be reviewed. Memos may not exceed 10 pages. Photographs, charts and diagrams do not count against page limit.

IN LIEU OF A HEARING, counsel/parties may agree to allow the Judge to decide the matter on the papers. If you choose this option, then 1) e-file your motions and memos and upload them to JAWS and 2) advise the judicial assistant via email of the title(s) of the specific motions you want the Judge to resolve. DO NOT mail, deliver or email the motions and memos to the judicial assistant. Please do not submit briefing notebooks. Due to present work-place constraints, mailed and hand-delivered submissions will not be reviewed. Memos may not exceed 10 pages. Photographs, charts and diagrams do not count against page limit.

Judge Huey will be happy to conduct audio/visual hearings in non-evidentiary matters, and you may access your already scheduled hearing via ZOOM as indicated on Judge Huey’s web page. The above-referenced memorandum rules also apply to memorandum for matters that will be heard.

When a pretrial conference has already been held and the judge has chosen a case as the # 1 case going to trial on his trial grid, then the court will notify the parties/attorneys as to which date and time the motions in limine filed in the case will be heard. ONLY the motions in limine for the # 1 case chosen by the judge to proceed to trial on a trial docket will be heard. NO OTHER MOTIONS IN LIMINE are to be scheduled on the Judge’s JAWS docket without his approval.
