Chief Judge Christopher C. Sabella

Photo of Chief Judge in a RobeIt is my pleasure to welcome you to the Thirteenth Judicial Circuit’s website. The Thirteenth Circuit is one of twenty circuits in the State of Florida. Each circuit is comprised of at least one county, and it is in these courts where trials occur within the State of Florida. The Thirteenth Circuit is comprised solely of Hillsborough County, and within the County we have two courthouses which are staffed with a total of 68 judges. On this website you will find many resources which have been developed to make your interactions with the Circuit as smooth as possible.

As Chief Judge, I serve as the administrative officer of the Thirteenth Circuit, I am the liaison between the Circuit and the Chief Justice of the Florida Supreme Court, and I identify local priorities and procedures to promote the efficient use of our court system.

One of the most common complaints I hear from people is that the court system is “too expensive and takes too long.” I plan to address these concerns by continuously developing, improving, and executing policies which address those concerns. To address the concerns of the taxpayer, I promise to ensure that within the Circuit we are acting fiscally responsible in how we conduct the business of the court. As Chief Judge, I will ensure we are placing judges in appropriate roles, addressing the concerns of the people we serve, and protecting the rights of all those who pass through our courts.

As Chief Judge I plan on leaning on my principles when it is time to make decisions for this Circuit. As a Judge of the State of Florida I swore an oath to support the Constitution of the United States and of the State of Florida. When making decisions in my courtroom, and now for the courthouse, I strive to fulfill this oath to the best of my ability. During my tenure as Chief Judge I want to ensure that all people passing through the doors of our courthouses receive all rights afforded to them by the laws of this land. Our Courts should be accessible, timely, effective, accountable, and always fair.

Court Administrator Rob Snyder

As the Trial Court Administrator for the Thirteenth Judicial Circuit, I oversee court operations, programs, and business services supporting 70 judges and more than 180 staff. I am honored to have been selected for this role, bringing with me more than 35 years of experience in Florida’s court system.
I began my career in 1989 with the Sixth Judicial Circuit and have had the opportunity to serve in a variety of leadership roles in court operations, mediation, due process services, and budget management.

In 2015, I joined the Thirteenth Judicial Circuit as Chief Deputy of Fiscal Affairs and most recently served as the Chief Deputy of Administrative Services, where I oversaw finance, procurement, human resources, and resource development, helping manage an annual budget exceeding $18 million.
Throughout my career, I have been committed to sound fiscal stewardship and collaborative leadership. I am equally committed to the success and development of our employees, recognizing that investing in our staff growth and planning for the future strengthens our organization and enhances the service we provide to the community. I am dedicated to positioning our courts for continued excellence.

Responsibilities of the Court Administrator

The Trial Court Administrator (TCA) is responsible for the administrative oversight of trial court operations, programs, and services. The primary responsibility of the TCA is to facilitate the neutral administration of justice in a manner that enables the judges, general magistrates, and hearing officers to conduct judicial proceedings with efficiency and effectiveness. The TCA oversees business operations to include budget, finance, procurement and contracting; court operations; facility management; information technology; and court programs. The TCA represents the Thirteenth Circuit with a wide array of stakeholders, municipalities, and the state court system, ensuring the financial and operational viability of the court and establishing short and long-range planning.

The Vision of the Administrative Office of the Courts, 13th Judicial Circuit is to foster an environment for the accessible, efficient, and effective administration of justice.


Values

Case Resolution: We support the independent constitutional role of the judiciary by managing non-judicial court functions and providing supporting resources, allowing the judges to focus on the advancement of cases to a resolution.

Resource Management: We inspire public trust by adhering to the highest standards in the use of public resources and the delivery of service.

History of the Court

The earliest courthouse was a log cabin that burned down at the outbreak of the Second Seminole Indian Wars fought in Florida. At that time, fewer than a thousand people lived in Hillsborough County and cattlemen came to the courthouse most often to complain about stolen livestock. And, of course, judges and attorneys traveled long distances by horseback or stagecoach to cover their “circuit," a name still in use today.


1846 - When the First Commissioners Met

When the first Commissioners met in 1846, the general topics were taxes, transportation, a new courthouse and jail, and downtown development. The next year, the Commissioners accepted the bid of Captain James McKay to construct a two-story courthouse, which was 20 ft x 45 ft and cost taxpayers $1,358.


1855 - A Third Structure was Erected

A third structure was erected in 1855, which cost $5,000 and was used until 1891. This building was also two stories high but was 76 ft long, by 45 ft wide. The first floor was dedicated for City Hall, Judges of Probates, Clerk’s, Sheriff’s Offices and the Grand Juror’s room. A 42' by 45' courtroom was on the second floor. In addition, the courthouse was mounted with a dome and tower and was finished in a combination of Grecian, Ionic and Corinthian orders. Of course, it also had a picket fence to keep the animals out of the courtyard.

1892 - An ornate, red brick courthouse with a silver dome was built

In August 1892, an ornate, red brick courthouse with a silver dome was built, occupying a square block in downtown Tampa. The architect, J.A. Wood, also had designed the Tampa Bay Hotel. Today a silver dome replica is located at the Joe Chilura Courthouse Square Park.




Original doors from this courthouse were restored and are now on the Judicial Conference Room at the George Edgecomb Courthouse.


1952 - Next Courthouse was Constructed

The next courthouse, constructed in 1952, took up two city blocks. Originally, the building featured separate restrooms and drinking fountains for whites and blacks.


1984 - Courthouse Annex was Constructed

The Courthouse Annex was constructed a decade later and the North Annex was built in 1984.


1999 - Approval for the Courthouse Facilities Project

In 1999, the Commissioners gave final approval for the latest Courthouse Facilities Project, which provided for new construction and renovation of existing buildings in downtown Tampa. The new construction, in 2004, included a six-story Family/Civil Court Building, which provides over 268,000 gross square feet of space for the courts and related agencies.
