Court Program Specialist I 

The 13th Judicial Circuit of Florida is looking for a talented individual that can fill the role of Court Program Specialist I. 

SUMMARY: Provide program and case manager support to Juvenile Diversion Programs and Unified Family Court Case Management. The position is responsible for coordinating case intake activities, maintaining electronic case management records, and assisting with the administration of diversion and dependency caseprocesses. Duties include processing referrals, coordinating intake appointments, supporting court proceedings, maintaining case management databases, and assisting with case tracking and reporting. This position works under general supervision according to some approved procedures.

  • EXPERIENCE: Two years of professional, administrative related experience. Should have generalknowledge of court processes and procedures.
  • EDUCATION: Bachelor degree in public or business administration, criminal justice, psychology, sociology or a closely related social science field.
  • SUBSTITUTIONS: Additional relevant experience may substitute for the recommended educational level on a year-for-year basis. Additional relevant education may substitute for the recommended experience on a year for-year basis.

  • Conducts case intake processing for new referrals by reviewing documentation and gathering case information from various sources. Enters intake and referral data into electronic case management systems including JEDI and JIS.
  • Ensures accurate documentation and tracking of case referrals and eligibility for program participation.
  • Supports case management functions during court proceedings by providing virtual court access, coordinating Zoom hearings, admitting participants, and managing breakout rooms.
  • Assist case managers and court staff with coordination of case related documentation and court communications.
  • Prepares and maintains case related documentation including memorandums, dependency case records, and electronic case files. Uploads and maintains court orders and case documentation within case management systems to ensure accurate case tracking.
  • Reviews and compiles information for judges on pertinent issues; continues to update written policies and case procedures; and provides case status reports to judges either at hearings or through periodicreports.
  • Identifies events and trends negatively impacting upon the timely progress of cases; provides reports tothe court and court administration.
  • Collects and compiles program data for statistical reports related to program activity, case intake volume, and case outcomes. Assists with maintain program performance data used for reporting andevaluation.
  • Performs clerical support tasks, such as preparing orders, documents, files, forms and correspondence; creates and maintains record systems for efficient case management; orders/replenishes office supplies, ensures waiting area has supplies and updated brochures, pamphlets, and other related literature; provides office coverage.

  • Ability to conduct interviews and evidence-based risk assessments.
  • Knowledge and experience working with community agencies and providing referrals.
  • Skilled at providing case management services.
  • Ability to work well under pressure; conform to shifting priorities, demands and timelines.
  • Ability to deal tactfully with the public.
  • Ability to use discretion with confidential information.
  • Ability to use a personal computer and Microsoft Office software.
  • Proficiency with Microsoft Office, Excel, and Zoom.
  • Ability to conduct research and compose technical reports.
  • Must be adept at public speaking and have the ability to communicate clearly, concisely and logically.
  • Incumbent must be professional in all regards.

Digital Court Reporter

The 13th Judicial Circuit of Florida is looking for a talented individual that can fill the role of Digital Court Reporter. 

SUMMARY: The position is responsible for digitally recording, annotating and indexing the multi-media courtrecord of proceedings, hearings and trials for the 13th Judicial Circuit.

  • High School diploma or GED. Relevant legal or digital court reporting experience preferred.

  • Bachelor’s degree in Criminal Justice, Public Administration, Sociology, etc.

  • Monitor, annotate and index the multi-media court record of all digitally recorded court proceedings, hearings and trials for the purpose of producing verbatim non-appellate and appellate transcripts by the digital trnscription service provider.
  • Perform tests of digital court recording equipment located within the courtroom to ensure the equipment works properly prior to the start of all court proceedings; advise supervisor and helpdesk of improperly functioning equipment.
  • Monitor audio quality and clarity and audio recordings of court proceedings, hearings and trials whether one-toone, remotely or centralized. Annotate the court record.
  • Provide playback of portions of the audio record while on and off the record.
  • Process approved CD audio record requests from public/private attorneys and the public of specified court proceedings in a professional manner.

  • Excellent organizational skills required. Knowledge of legal terminology used in a court of law. Ability to plan, organize and coordinate work. Ability to communicate effectively, orally and in writing. Ability to establish and maintain effective working relationships. Ability to operate and troubleshoot the digital court reporting system utilized by the 13th circuit, including the emergency back-up system and system(s) which interface with other electronic courtroom systems. Incumbent must be professional in all regards.

Problem-Solving Court Manager 

The 13th Judicial Circuit of Florida is looking for a talented individual that can fill the role of Problem-Solving Court Manager. 

SUMMARY: The position is responsible for the developing, implementing, and managing of Problem-Solving Court (PSC) programs; training development; supervising staff, including, selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, recommending termination; prepares periodic employee performance evaluations; policy and procedure implementation; and performing related administrative functions.

  • EXPERIENCE: Five years of related experience including two years of supervisor and budget experience along with extensive working knowledge of the Florida State Courts System.
  • EDUCATION: Bachelor's degree in public or business administration, business administration, court judicial administration, social work, criminal justice, or a closely related social science field. Master’s degree in criminal justice, public administration, social work or guidance and counseling is desirable.
  • SUBSTITUTIONS: A Master’s degree in an area cited above may substitute for two years of the recommended nonmanagement experience. A Juris Doctor degree from an accredited law school may substitute for three years of the recommended non-management experience.

  • Supervise line staff, including participating in the selection, training, assigning and evaluating work, coaching; prepare periodic employee performance evaluations in conjunction with the Director of PSC.
  • Ensure staff court coverage throughout PSC divisions, providing back-up coverage, when needed.
  • Provide logistical support for training initiatives and opportunities, and disseminates training materials to PSC teams, including staff, stakeholders, and judges.
  • Assist in the development and implementation of PSC programs within the circuit; serve as liaison for programs with judiciary, constitutional officers, other criminal justice agencies, treatment providers and various community agencies; draft document, such as Policy and Procedures, Handbook, etc.; manage projects of responsibility in compliance with applicable guidelines and regulations.
  • Develop and maintain working relationships with PSC team members and their agency leaders; assist team members with operations of their programs.
  • Attend and/or conduct staff, committee, community board, agency and other professional meetings to exchange information; attend technical or professional workshops or seminars to improve professional skills.
    Assist in the monitoring of contractual agreements for services supporting the PSC programs, such as outpatient and residential treatment or evaluation services; troubleshoot related problems and assist with the locating and providing of ancillary services.
  • Establish policy and procedures for PSC in accordance with state and federal guidelines; follow the ten key components; implement and update written PSC program handbooks and manuals.
  • Assist in the preparation of the data reports; respond to judicial, state, county and public information requests pertaining to PSC programs.
  • Serve as the back-up to the Director of PSC, as needed, develops and implements PSC programs circuit-wide under direction of the Trial Court Administrator and/or Chief Judge.

  • Ability to research, collect and analyze data of drug court programs.
  • Knowledge of contractual agreements for services supporting the drug court programs, such as outpatient and residential treatment or evaluation services.
  • Skilled at locating and providing of ancillary services and troubleshooting related problems.
  • Ability to supervise or direct others by determining or interpreting work procedures, assigning specific duties, maintaining harmonious relations, and promoting efficiency.
  • Skilled at reading and interpreting advanced professional materials.
  • Ability to write complex reports and papers and speak to high level professional groups.
  • Ability to work well under pressure; conform to shifting priorities demands and time lines and take responsibility for the safety and health of others.
  • Incumbent must be professional in all regards.
