About Veterans Treatment Court

Welcome to the Thirteenth Judicial Circuit’s Veterans Treatment Court (VTC). VTC follows a non-adversarial, evidence-based approach to treatment for veterans charged with crimes who struggle with a substance use disorder or co-occurring mental health and substance use disorder. VTC addresses not only the problems leading to a veteran’s entry into the criminal justice system, but also the barriers impeding their treatment and recovery. The defining feature of VTC is the highly individualized nature of treatment and supervision plans for each veteran, which are created by evidenced-based assessments, judicial supervision, and personal accountability. The mission of VTC is to work collaboratively in developing therapeutic treatment plans tailored to meet the veteran’s individual needs withthe goal of providing stability, wellness, and long-term care.

Frequently Asked Questions

Who is eligible to participate in the VTC program?

Eligibility criteria can be found in Admnistrative Order TBD.

How do I enter the VTC program?

A veteran seeking entry into VTC must complete a VTC application and, through their attorney, submit the application along with supporting documentation to the Thirteenth Judicial Circuit Administrative Office of the Court (AOC). Upon receipt of the application and supporting documentation, the Clerk’s Office will set the veteran’s case on the next available VTC enrollment docket. The VTC Judge, in consultation with the multidisciplinary team, will determine first whether the veteran is eligible to participate in VTC and second whether the veteran will be admitted into the VTC program.

How long is the VTC program?

The length of the VTC program depends on the track to which the veteran is assigned. The shortest track, Track 4, is designed for veterans assessed as low risk and low need and can be completed in approximately six months. However, the longest track, Track 1, has a structured duration of 14 months. Veterans in any track may require additional time if they experience periods of non-compliance.

What do you do in treatment?

Treatment includes group and individual counseling, urine screening, support group participation, and medication management for mental health and substance use disorders. The frequency of services is based on each veteran’s needs, but the level of treatment gradually decreases as the veteran demonstrates progress.

Is the VTC program successful?

Yes, the VTC program is highly effective in helping veterans address substance use disorders, reducing recidivism, and supporting participants in becoming productive members of the community.

Can I use medical marijuana while in the VTC program?

No, the use of medical marijuana or any derivative of Tetrahydrocannabinol (THC) in any form is not permitted while participating in the VTC program.
